Del Finney (birth name Otto Smeleznovichik) is a former 80s pop star.



Described by both Anthony DiNozzo and Abigail Sciuto as a "one-hit wonder", Smeleznovichik/Finney was a genuine rock star in the early 1980's, but by the 1990's he was broke, having spent all his money on various fancies. He rented a loft in the Washington, D.C. area, in the same building in which he was employed as a handyman. However, he was unable to let go of his rocker persona, plastering his apartment with posters of himself in the glory days, blasting his own music late at night, and insisting on being addressed by his stage name.

NCIS Season 10Edit

In "Phoenix (episode)", he came under suspicion of trafficking in WMDs when correspondence between him and recently-murdered Marine Sergeant Raymond Hill was discovered, since Hill had been implicated in the murder of Navy Commander Bruce Roberts, who was discovered with traces of irradiated JSC-1 (synthetic lunar soil) on his clothes at the time he died.

Under questioning by Dr. Donald Mallard, temporarily acting as the head of Leroy Jethro Gibbs's investigative team, Finney eventually confessed that he had illegally purchased what he thought was an authentic moon rock from Hill, supposedly stolen from a museum in North Carolina. This rock was found to be a forgery, and Hill had actually sold several such "knockoffs" to Finney, Roberts, and many others, for around $100,000 apiece.. Abby Sciuto theorized that Hill might have been murdered by Finney, or any one of Hill's other "victims", who had found out they had been conned. However, the real killer was eventually identified and Finney was cleared.
