Donald Blye was a Marine, the father of Kensi Blye, the ex-husband of Julia Feldman, and the father-in-law of Marty Deeks.

MSGT Blye was married to Julia Feldman, and on July 29, 1982 they had a daughter in San Diego, California whom they named Kensi Marie Blye. Their marriage ended in 1997 when Julia attempted to take her daughter with her and go to Boston. She didn't succeed and Kensi ran away when they got to Nevada. A few days later, Julia got a call from Don who informed her Kensi had turned up at his house.
According to Donald Blye's cover story, he belonged to a sniper training unit at Camp Lejune in 1997. Sergeant David Blake was his spotter and good friend. The other members of the unit were Patrick Phearson, Peter Clairmont, Jason Klemp, Ray Duvont, and Jay Fisher. The team's handler was CIA Agent Alex Harris.

The unit was called Detachment Oscar Sierra. Officially it had 18 kills in 11 countries over three years, most of which were made out to look like accidents. They were all war criminals and terrorists and they were foreign nationals. Unofficially it was 19. The last one was an American journalist named Brad Stevens, it was made out to look like a heart attack.
The last story Stevens filed was supposedly about international aid in Haiti. In reality, it was about Peter Clairmont. In 1997, Clairmont got drunk at a bar in Port-au-Prince and killed a civilian. Clairmont killed Stevens to keep him quiet, and then killed Donald a week later because he had proof.
Donald Blye's sniper training unit was scheduled to participate in an all-night training maneuver, but Blye was incinerated when his car went off the road. According to Owen Granger, military police could only ID Blye's corpse using dental records. The official findings were that Donald Blye was killed in a drunk driving accident.
However, Kensi did not believe this to be true, as her father's brother died because of a drunk driver, and she refused to believe he would get behind the wheel if intoxicated. After graduating from college she went to FLETC and then joined NCIS because she wanted to find the answers to her father's death.
The sniper training unit was a cover story, the unit was actually an elite black ops team specializing in irregular rendition. His constant trips for work wasn't to train American allies, but rather to eliminate threats to American national security.
Blye going to Marine Sniper School was also a cover story.
Kensi joining NCIS in 2006 and immediately pulling as many files as she could on her father's old unit caused Clairmont to fake his own death, and then killing off the rest of the team. He managed to stage it so it appeared as if Donald's daughter had killed them.
