Fallout is the 23rd episode of NCIS Season 15 and also the 353rd episode of the entire NCIS series.
Synopsis
While Gibbs attends the memorial service for a friend who was lost at sea, he discovers that the deceased man, Navy Captain Phillip Brooks, has in fact been hiding in a fallout shelter after his boat was attacked and he swam to shore while the team struggle to come to terms with Abby's departure from NCIS and Reeves's death.
