Harley Hidoko was an NCIS Special Agent assigned to the Office of Special Projects in Los Angeles, California, the Chief of Staff to NCIS Executive Assistant Director, Shay Mosley, a former Staff Sergeant in the United States Marine Corps, the widow of Marine Wayne Hidoko, the daughter of an unnamed couple and daughter-in-law of Shirley Hidoko.
From October 2017 to May 2018, Hidoko worked as a member of OSP, dividing her time between helping NCIS Tech Operator Eric Beale and Intelligence Analyst Nell Jones run the Operations Centre and going into the field to accompany a member of the NCIS OSP field team.
Upon receiving information concerning Mosley's son, Derrick, Hidoko on the orders of her boss flew to Mexico to begin searching for leads but during the night, was either captured by members of General Arturo Vasquez's team or swiftly abducted from her hotel room, leaving her luggage and the food she had gotten behind her, the group having presumably learnt through sources or Williams's own contacts that an agent from the U.S. was heading to Mexico, the objective to retrieve his son, Derrick.
While in captivity, Hidoko was tortured for information but refused to break with her captors even cutting her tongue out as a result.
Later, on the orders of General Vasquez, she was then set on fire and burned to death, her body ultimately decaying to such a degree that when NCIS Special Agents G. Callen and Sam Hanna arrived at the same site, all they were found bone fragments that were later confirmed to be Hidoko's with her murder devastating the OSP team, particularly Nell.

Born in 1991, Hidoko was raised in Baltimore, Maryland, the daughter of an unnamed man and woman.
It was never revealed if she had any siblings but she presumably attended the local high school and graduated from it.
Hidoko then joined the United States Marine Corps and rose to the rank of Staff Sergeant.
While on duty in Kandahar, she met a man named Wayne who was seriously injured with the two getting married at Hidoko's request as she adopted his surname, replacing her original surname but despite the efforts of the doctors, Wayne ultimately died during surgery.
Upon returning to the States, Hidoko befriended Wayne's mother, Shirley Hidoko, informing her of her son's death with the two becoming close.
After being discharged from the Marines, Hidoko then joined NCIS and became a Special Agent. At some point, she was transferred to the agency's Pacific Operations and met Shay Mosley with Hidoko becoming Mosley's protégé and right-hand woman.
