While accompanying guards during the transfer of a Marine who's accused of rape from the custody of the Indonesians to U.S. custody, the U.S. consulate comes under siege by Indonesians citizens enraged at what's going on, resulting in the death of the Marine NCO. As such, Mac who's the senior officer must get the Marine to safety and also lead the safe evacuation of U.S. citizens assigned to the embassy before the consulate's overrun while back in America, Singer ends up on Harm's side during a trial concerning a Navy SEAL who killed a dangerous passenger on an airline.

When two Naval officers who worked at the Naval Security Group's cryptography unit are shot dead with a third surviving, Harm investigates and is shocked when he learns that one of the victims is an old friend of his with things becoming intense when Harm learns that his friend was suspected of passing state secrets and highly-classified information to the Chinese while Mac receives the Meritorious Service Medal for her TAD assignment as she continues to search for the young Indonesian girl she befriended during the siege.
