Jonathan Cole (AKA "Casey Stratton") was a former U.S. Army Special Forces soldier with the rank of Captian, and also a member of the special operations team, Phantom Eight. He killed many people and was a big part of a major storyline in season 9.

NCIS Season 9[]
In the beginning of the season he is responsible for the death of Agent Cade and numerous others in order to protect Phantom Eight, and is following orders. He tries to assassinate DiNozzo and Agent Barrett when he is caught and arrested.
He appears for the last time in Till Death Do Us Part (episode) when he aids the team in finding Harper Dearing. He on the other hand redeems himself a little bit when he tells Gibbs to let him deal with the bomb in Vance's car so that Gibbs can go save Abby who is still in her lab. He dies in the episode after being killed by the explosion originating from Vance's car by Dearing.
