Jonathan Siravo is a businessman.
An insurance salesman, Siravo suffered a motorcycle accident in 2003. He disappeared from the hospital after surgery for a severe head injury, and reappeared one year later as a major crime lord, whose worldwide empire included drug smuggling in Mexico, kidnapping in Bolivia, and an interest in an oil pipeline in the Ukraine. However, the "flagship" of his empire was a network of pirates.

In 2009, a CIA informant in Malta tipped Trent Kort that Siravo was planning to open new operations in the U.S. Kort enlisted the help of Leroy Jethro Gibbs and his team (since Siravo was one of NCIS' "Most Wanted" criminals, Kort proposed that taking him down would be to their mutual benefit). Eventually they traced Siravo to a horse farm in Virginia, where he was receiving private medical care. It was revealed that Siravo had never regained consciousness after his motorcycle accident, and it was in fact his accountant, Perry Sterling, who had used power of attorney to take control of Siravo's assets and used them to build the criminal network, while using Siravo as the "public face" of the network.
Gibbs remarked that if Siravo ever awoke from his coma, "he's gonna be in for one hell of a surprise" - that his accountant had used his assets to build a criminal empire worth over $300 million, and that all of it was subsequently seized by the CIA. Since part of this money was also being used for Siravo's private care, it is unknown what happened to him.
