Lee Wuan Kai (Korean: 이완개, I Wan Kae/Chinese: 李万凯, Lǐwànkǎi) was an assassin and the arch-nemesis of NCIS Director Leon Vance. Kai was a North Korean assassin who was responsible for the death of Vance's partner nearly 20 years ago, causing Vance to develop a strong obsession with capturing or killing her once and for all.
Biography
Pre-Series
From early childhood, Lee (the first name in Korea is the family name) was trained, brainwashed, and manipulated into becoming an assassin for North Korea, and she did in fact grow up to become a very effective and deadly assassin.
Vance encountered Lee several times: first in Prague in 1984; then in Tokyo in 1991; and then in Sierre Leone, Paris and New York City before finding her again in Los Angeles while he was assisting the Office of Special Projects with an investigation. Lee and Vance met and exchanged gunfire. Kai was wounded, but managed to escape.
After this she hijacked a man named Jason Cutler while he was traveling around the country and had him fly back home, after which she killed him.
In the NCIS Season 7 episode, Endgame (episode), Kai later arrived in Washington D.C, bringing her back in contact with Vance again as well as the Major Case Response Team led by Leroy Jethro Gibbs where it was revealed that she was killing all those responsible for turning her into a killer.
Lee's pain finally came to an end when she died at the hands of Leon Vance's wife, Jackie.

Personality
Having been brainwashed into becoming an assassin since she was very young, Lee is incapable of feeling any mercy, guilt or even love and is also unable to form any relationships with anyone in sight. She is a cold-blooded killer who will go to the extreme lengths to carry out a task and has no regrets over the crimes she has committed or the lives she has ruined or taken in her stead.
She however appears to change after her near-death experience and proceeds to get revenge on the men who did this to her and even saved a NCIS agent's life.

Trivia
- Although not mentioned, it is possible that Lee Wuan Kai is a Chaoxianzu (Korean people in China), meaning she is a North Korean citizen but ethnically Chinese, as her name (Lee Wuan Kai) is more closer to Chinese than Korean, which indicates that despite her being a North Korean citizen, she may have been born in China.
