Lucia Campbell (presumably formerly "Lucia Torres") is a former Colonel in the United States Marine Corps, the widow of deceased Navy Commander George Campbell, the mother of Amanda Campbell, and the older sister of NCIS Special Agent Nicholas Torres as well as the daughter of Miguel Torres and Aida Torres.

Born in the late 1970s or early 1980s, Lucia was the only daughter of Miguel and Aida Torres and the older sister of Nicholas Torres.
She spent her early years in her hometown Colon, Panama before her father, Miguel left the family in 1989 to presumably escape the forces of Manuel Noriega as he worked with the local police force in Colon to stop Noriega with Miguel later joining the CIA as an agent.
As a result of Miguel's departure, Aida Torres and her two children lost their home and ended up moving in an aunt as they could barely feed themselves. They also began living off charity from a local church, one that Miguel claimed to give money so that he could help his family.
Years later, Lucia headed to the United States, presumably becoming a U.S. citizen before she joined the United States Marine Corps, reaching the rank of the Major.
She worked a few different assignments before joining the Judge Advocate General or JAG in Washington D.C. where she worked as a prosecutor.
Some time later, Lucia met Navy Commander George Campbell whom she eventually married, the two becoming parents to a girl they named Amanda.

Lucia returned six years later in the NCIS Season 21 episode Algún Día (episode) where it was revealed that two years prior, presumably sometime in 2022, she had retired from JAG and gone on to set up her own law firm.
She also provided McGee and Parker with information, revealing that after she, Torres and their mother, Aida had arrived in the U.S., Maurice Riva had befriended them, Riva ultimately stealing Aida's identity while also subjecting the three to abuse and even threatening to have them deported.
