Maggie Shaw is a woman who is also a former agent with the CIA, the mentor and friend of NCIS Special Agent in Charge Jane Tennant, a double agent/spy for the Chinese, and the mother of wanted spy Bao.

Pre-Series[]
Not much is known about Maggie's past except for the fact that she presumably was born in a state in America.
She later joined the CIA and went on numerous assignments.
During one such assignment that took place during her youth which was a long-term deep undercover mission in Shandong, China for the CIA, Maggie met an unidentified man and ended up falling in love with the two later having a relationship that saw Maggie becoming pregnant and giving birth to a boy they named Bao.
Unfortunately, their son had a rare blood disorder and in 2000 when they tried to have him seen by a specialist in Beijing, China, it turned out to be a trap that the MSS- Ministry of State Security had set up, resulting in Maggie being abducted and ultimately detained for an unknown number of months.
When the State Department in the U.S. negotiated her release, freeing her, Maggie sought to find out what had happened to her son and his father, only to learn they were both dead with no-one else giving her any other details. She attempted to use to her contacts to find out what had gone on but was unsuccessful with Maggie even learning she wasn't allowed back into China.
Unable to get any answers, Maggie presumably returned to the United States and began resuming her career in counter-terrorism.
Years later, Bao, her son who was now an adult contacted her, presumably secretly with mother and son re-establishing their ties.
Over time, though, Maggie ended up becoming a double agent, working for the MSS through the amount of time she regularly spent with her son who presumably convinced her to switch sides.
In 2011, she transferred to the Far East Division, befriending Jane Tennant who she attempted to convince to go to FLETC and join NCIS.
Upon retiring from the CIA in 2012, the same year Jane gave birth to her daughter, Julie, Maggie became a teacher at the University of Hawaii where she lectured in current events and political science, even teaching classes as well.
She also regularly began assisting the CIA, consulting with them while also becoming something of an surrogate aunt to Jane's two children, Alex and Julie, the two calling her "Aunt Maggie".
In addition, Maggie also secretly gave the MSS any kind of information they wanted and even presumably ran operations for them while keeping the fact that she had betrayed her country a closely guarded secret, knowledge that would not become public until January 2022.

Maggie made her debut appearance in the NCIS: Hawaii Season 1 episode "The Tourist" where she returned home from a vacation or a speaking holiday, arriving at the Tennant house, commenting that her own house had been flooded.
