Synopsis
In the aftermath of the prisoner exchange that ended with a Navy Commander being fatally poisoned, the NCIS: Hawaii team works with Captain Milius to find out who was responsible for the incident while Whistler takes Ernie's advice and makes a grand gesture in the hope of winning Lucy back.
Plot
Kai after one of the suspects he was chasing has escaped by boat.
