Phillip Davenport is a former Secretary of the U.S. Navy (SECNAV) for a few years on the series, at least season 6, 7 and 8. He is also the uncle of NCIS Special Agent Erica Jane Barrett.

Not much is known apart from that he is a powerful man with a lot of reach. He has been working for different branches of the government, among other things on classified CIA Operation Frankenstein.

He is present and mentioned a few times during this season.

He is present and mentioned a few times during this season.
NCIS Season 8[]
He plays a big role in the final episode of the season, when the truth about Operation Frankenstein is revealed. He becomes a target for serial killer Jonas Cobb aka. the P2P killer, because of his involvement in the operation. He was the one that signed off on the Operation. Because Davenport dictated the actions of the operation, Cobb started in Rota, where his niece was stationed as a NCIS Agent. Davenport resigned as SECNAV because of the scandal and bloodshed the operation caused.
