Prisoners' Dilemma is the first episode of NCIS: Hawaii Season 2 as well as the 23rd episode of the entire NCIS: Hawaii series.
Synopsis[]
After Jason Hearns (AKA "Herman Maxwell and "The Raven") has fled to Hawaii, having managed to escape with the help of a group of members from his organization, the Unkindness during a gunfight in downtown Washington D.C., NCIS Special Agents Nick Torres and Jessica Knight travel to Hawaii with Jane and Ernie to find Hearns who was responsible for framing their boss, NCIS Special Agent in Charge Alden Parker with the two NCIS teams soon discovering new information about Hearns's past as they race to stop him from carrying out his deadliest plan yet: an attack on military personnel who are participating in RIMPAC (The Rim of the Pacific Exercises), the world's largest international maritime warfare exercise occurring in Oahu.
