Synopsis
When a Navy Petty Officer who helps wayward children find a new path by joining the military is shot dead, the NCIS: Hawaii team investigate with Kai going undercover to befriend members of one of Hawai'i's oldest surf gangs in hopes of getting information that could lead the team to the person responsible.
Plot
Jesse as he arrests Brad Pacheco.
