Shay Lynn Mosley was a woman who was the former lover of arms dealer, Spencer Williams, mother of Derrick Mosley and the mentor to deceased NCIS Special Agent, Harley Hidoko.
She was also the newly-appointed NCIS Executive Assistant Director for Pacific Operations, a role that tasked with overseeing all the NCIS operations on the Pacific coast of the United States including the Office of Special Projects in Los Angeles, California, Mosley succeeding former NCIS Assistant Director Owen Granger and for a year, from October 2017 to October 2018, Mosley oversaw the day-to-day operations of OSP.
Following the Mexico Mission that occurred in May 2018, Mosley was placed on administrative leave in October 2018 and ultimately resigned from her position at NCIS and OSP for good a month later, in November 2018, having gone into hiding with her son, Derrick after learning that the two along with the four members of the OSP field team: NCIS agents G. Callen, Sam Hanna and Kensi Blye along with LAPD Detective Marty Deeks, the four having participated in the mission and rescued Derrick had been placed on a hit list by the Mexican cartels although Mosley later used the information she had taken from the NCIS servers, concerning the aliases the team members had used to lead two cartels who were sworn enemies into a trap and ultimately start a war against one another, giving Mosley the opportunity to flee and go into hiding with her son.
To this day, Mosley's whereabouts and status are unknown but it's presumed that she's either still in hiding with her son and the war between the two Mexican cartels is still ongoing or that she is living in another country in the world, possibly under a new identity.

Pre-Series[]
Not known is known about Mosley's past but she was born and raised in an unknown state, presumably attending college and then graduating from the college.
Some time after that, she joined the Secret Service, operating as a Special Agent with Mosley even meeting Nicole Dechamps while the two women were working on protection detail for a Congresswoman.
At some point, Mosley met Spencer Williams who unbeknownst to her was an international arms dealer with the two becoming a couple and engaging in a romantic relationship which subsequently led to the birth of their son, a boy named Derrick.
However, although Mosley loved and cherished Derrick, the two living a happy life but all that was shattered when Mosley learnt the truth about Williams the day he fled the country and took their son with him, leaving Mosley devastated and bitter.
For five years, Mosley held a strong grudge against Williams, vowing to find him and get her son back.
Some time after that incident, she presumably resigned from the Secret Service, ultimately choosing to join NCIS where she worked up through the ranks.
While an NCIS agent, she met Harley Hidoko with Mosley mentoring Hidoko who later became her right-hand woman and protégé.
Mosley was later promoted to the position of Executive Assistance Director and became the replacement for NCIS Assistant Director Owen Granger.

Personality[]
Mosley was a woman who liked to do things by the book.
She preferred doing things her own way which in her mind saw a case or an operation going off smoothly without any loss of life.
In a deleted scene from the NCIS: Los Angeles Season 9 episode, This Is What We Do (episode), Mosley voiced her belief that Callen and his team were cocky, impulsive and undisciplined, implying she didn't like the way they operated.
She also didn't seem to appreciate the way the OSP team solved their respective cases and during a conversation with Hetty in Liabilities (episode), expressed her doubt about them even they succeeded in stopping a potentially devastating attack, suggesting she also had little to no trust in the team and their abilities.
In the NCIS: Los Angeles Season 9 finale episodes, A Line in the Sand (episode) and Ninguna Salida (episode), following the discovery of a potential lead on her son, Derrick, Mosley went rogue and out of control to such an extent that she beat an unarmed prisoner and then transferred him into the custody of the OSP team, causing Callen and Deeks to question her state of mind.
When Deeks stood up against her, she proceeded to fire him and remove his security clearance.

Right from the moment they met each other, Callen and Mosley had a strained relationship due to Mosley immediately assigning Callen and Kensi to investigate the death of DIA agent Thomas Park while also sending Deeks back to LAPD, something Callen greatly disagreed with.
