Spencer Williams was an American-born international arms dealer and the former lover/archenemy of NCIS Executive Assistant Director, Shay Mosley as well as the father of Derrick Mosley.
Biography[]

Born November 11, 1971 in Los Angeles, California, not much was revealed about Williams's early life other than the fact that he was originally a financier who later became an arms dealer.
At some point, he met Shay Mosley in an unknown capacity and the two became lovers with their relationship producing a son, Derrick who was born some time in 2008.
However, upon becoming the subject of an ATF investigation concerning the illegal selling of military weapons to Iran, Williams fled the United States in 2012, taking Derrick with him.
Four years later, in 2016, Williams became a naturalized citizen of the UAE or United Arab Emirates.
Some time prior to the events of "Ninguna Salida", Williams relocated to Mexico where he began residing in a mansion along with Derrick who he had a nanny look after.
He also began enlisting the services of corrupt General Arturo Vasquez with Vasquez and his men serving as official bodyguards for Williams.
